So we're going to have a 5p charge on plastic carrier bags?

Good. However, it's not Nirvana. 5p will not be enough to notice on a smkt
bill unless you scrutinise the printout - and smkts can advertise that they
will pay it if you pay more than £x pounds. They'll have to pay it to HMRC
anyway so it should provide more tax and we'll have to pay it in the end
but we won't link it directly with the bags themselves so will still use
them I expect.

There could be a bit of a run on foldup bags until it settles down.

Sorry. yes. I guess somebody official will have to see that it happens.
Who? Who pays for that service?
I doubt it, it will be within the remit of the auditors of the shops
accounts, I suppose. I would imagine it will become an extra
requirement for the annual accounts to state where it went.
